Companies are being invited to bid for a contract worth up to £2bn to support the delivery of the City of Edinburgh Council’s ICT and digital services.
The tender for the ICT Services and Procurement contract has been advertised on the Public Contracts Scotland website.
The Council is aspiring to have at least a quarter of its ICT services delivered by small or medium-sized businesses in an effort to support the local economy and bring benefits to the wider community.
Together with the Council, around 50 other public sector organisations are also named on the notice. The ultimate aim is that these organisations, and Edinburgh, will benefit from a contract which enables a more joined up approach to delivering ICT strategies across Scotland.
It is estimated the new contract will deliver savings to the Council of at least £6 million a year from 2016.
Companies will be asked to bid for the contract and the preferred bidder(s) will be announced in 2015.
The announcement follows the launch of the Council’s ICT and Digital Strategy last month which was attended by hundreds of industry representatives.
This sets out a vision for the use of technology within the Council and explains how this can support better ways of working, bringing benefits for those who use the Council’s services.
Council Leader Andrew Burns said: “Innovative digital and ICT systems are fundamental to our vision for the future of Council services and the procurement is the next step forward in this exciting process. We want to work with our partners going forward to use technology to support better ways of working and improve the experience for those people across Edinburgh who use our services.”
Sue Bruce, Chief Executive, said: “This is a significant step forward in ensuring that this Council is at the forefront of technological innovation in local government. We hope there will be considerable interest in the contract. We are keen to start a dialogue with any potential bidder to identify new ideas and inform how our ICT and digital services can add value to both the Council and our customers.”
In the past 18 months the Council has made significant improvements to its systems, including introducing Wi-Fi in Council buildings and schools, upgrading hardware of approximately 16,000 devices, introducing mobile devices and improving telephone systems.
