How to develop digital services simply and quickly


The way in which the Government Digital Service (GDS) has approached delivering the  digital by default agenda has changed the way IT and digital services are designed, built, tested and delivered. Transforming your services by introducing a digital approach can seem a daunting process: What technology do you use? What resource do you need to build it? How do you select a supplier? How do you run a project outside of your outsourced ICT relationships? Getting to grips with these questions is critical if you’re going to deliver online digital services effectively.

One such organisation deploying digital simply and quickly is the Environment Agency. They have recently developed an online ‘Digital Exemplar Service’ designed for any individual or organisation responsible for carrying waste. Whether that be a sole trader builder or a multinational waste disposal and recycling business, all carriers of waste now have to register with the Environment Agency. This process has historically been approached with a paper and phone based service, which was inevitably time consuming and expensive to administer. They needed an alternative.

The Environment Agency followed an Agile approach using a co-located multi-agency team managed by CACI who delivered Discover, Alpha and Beta phases for public use in just 11 weeks, including IL2 Cloud hosting environments. Customer satisfaction with the new service is currently over 95% and Environment Agency and CACI are continually improving to drive this even higher.

This approach illustrates how quickly having the right team in place can deliver quality digital services and the associated savings.
