One borough, one community: the story of a bold strategic transformation

The London Borough of Barking & Dagenham in partnership with Agilisys, has undertaken a radical approach to strategically transform the borough for the benefit of their staff, local businesses and citizens

In 2015, the London Borough of Barking & Dagenham set out on a bold and ambitious programme of strategic transformation. Undertaken in partnership with Agilisys, it is delivering what had been a previously unimaginable future for the borough.

Sitting at the bottom of every London league table, Barking & Dagenham knew that drastic change was needed if they wanted to improve services for residents well as realising its savings target of £63m by 2020. This was on top of £110m of savings they’d already achieved assisted by the creation of Elevate, a joint venture with Agilisys.

The focus was not only on ‘doing things differently’ in the face of enduring austerity, but the critical need to adapt to the digital age against a backdrop of cost constraints.

Two years on, the council is reaping the rewards of a collaborative partnership with Agilisys, which has seen the creation of a transformation consortium and the realisation of a vision for change to ensure ‘no-one is left behind’.

Agilisys has helped the London Borough of Barking & Dagenham bring its transformation strategy to life in a number of ways, including:

Ownership and facilitation: Subject matter experts and ready-made transformation teams are helping to facilitate the transformation journey through inception, exploration, design and delivery of key strategic programmes, payable by results.

Collaboration and partnership: Blended and embedded with the council, actively co-ordinating a mixed economy of transformation resources including permanent and interim staff, contractors and consultants, partners and suppliers. Collectively, they take responsibility for the design and management of ambitious programmes of work and the delivery of associated outputs.

Improved outcomes for citizens: Fully aligned with the ambitions for the borough, including building of new homes, creating new job opportunities, raising household incomes and improving socioeconomic indicators such as skill levels and community well-being.
